China's intelligent manufacturing will enter the stage of comprehensive application. On April 14, the Ministry of industry and information technology of the people's Republic of China (MIIT) solicited public opinions on the "14th five year plan for intelligent manufacturing development" (Draft) (hereinafter referred to as the draft). The deadline for soliciting opinions is May 13, 2021. The development path and goal of intelligent manufacturing are put forward in the opinion draft. The specific goal by 2025 is to significantly enhance the supply capacity. The technical level and market competitiveness of intelligent manufacturing equipment and industrial software have been significantly improved, and the domestic market satisfaction rate has exceeded 70% and 50% respectively. There are more than 10 system solution suppliers whose main business income exceeds 5 billion yuan.

Experts interviewed by China Economic Times said that the draft reflects three major features, with various highlights. The formulation of the plan indicates that the development of Intelligent Manufacturing in China will also enter the stage of comprehensive application, and the construction of intelligent manufacturing ecosystem will be accelerated.

"New stage, new mission, new path" of intelligent manufacturing development

Yun Yanhui, director of intelligent manufacturing Policy Research Office of Industrial Policy Institute of China Electronic Information Industry Development Research Institute, told this reporter that the draft reflects three characteristics, namely, the "new stage, new mission and new path" of intelligent manufacturing development. First, the formulation of the plan marks that China's intelligent manufacturing will enter a new stage of development and comprehensive application during the "fourteenth five year plan" period, and the construction of intelligent manufacturing ecosystem will be accelerated. Second, in the new development stage, intelligent manufacturing is given a new mission, which is not only the main grasp to promote the transformation and upgrading of manufacturing industry, but also an important driving force to promote high-quality development. Third, actively explore and practice the new development path of intelligent manufacturing, and systematically promote the development of intelligent manufacturing. The government should strengthen the guidance of strategic planning, the formulation of standards and regulations, and the supply of public services, so as to create a good development environment.

Yun Yanhui believes that in terms of specific content, there are many bright spots in the draft, two of which are particularly prominent. First, it describes the new development goals for the next 15 years. It is proposed to go in two steps: by 2025, manufacturing enterprises above Designated Size will basically popularize digitalization, and key industry backbone enterprises will initially realize intelligent transformation. By 2035, digitalization will be popularized in manufacturing enterprises above Designated Size, and the backbone enterprises will basically realize intelligent transformation. The second is to clarify the four major tasks of intelligent manufacturing development in the "14th five year plan" period, namely "accelerating system innovation, enhancing new momentum of integrated development; deepening popularization and application, exploring new paths of transformation and upgrading; strengthening independent supply, expanding new advantages of industrial system; consolidating foundation support, building new guarantee of Intelligent Manufacturing". It points out the direction for the development of intelligent manufacturing.

Highlight the status of industrial software, focus on edge cloud collaboration in technology research

"One of the highlights of the 14th five year plan for the development of intelligent manufacturing (Draft) is the emphasis on the status of industrial software." Zhang long, general manager of CCID Consulting Intelligent Manufacturing Research Center, told this reporter.

Zhang Long said that with the accelerated pace of digital transformation of manufacturing enterprises in recent years, the transformation route of software architecture represented by industrial software and system integration is becoming more and more important, so as to realize the comprehensive opening up of "Ren Du Er Mai" of manufacturing industry. Compared with the rapid development of domestic enterprises in the field of intelligent equipment such as industrial robots, China's autonomous and controllable ability in the field of CAE, PLM, MES and other industrial software still has great defects. It is necessary for the draft to improve the industrial software to a very high position.

Zhang Long believes that another bright spot is the cooperation of edge cloud in the action of strengthening the tackling key problems of intelligent manufacturing technology. In many places, enterprises are encouraged to go to the cloud in the form of cloud coupons, cloud subsidies, etc., but only focus on cloud deployment and ignore the intelligent transformation of the edge side, which may lead to problems such as the data flow of manufacturing enterprises is not closed-loop, traffic cost and empty consumption. "At the same time, we can see that leading enterprises such as Siemens, Omron and Mitsubishi Electric are adding high-power PLC equipment with edge intelligent capability, aiming at improving the intelligent capability of edge side equipment. Therefore, focusing on edge cloud collaboration in technological research is a development path more in line with industrial logic. " Zhang Long said.
